Garba A. Muhammad
Garba holds a Masters Degree in Business Administration (MBA) from the Usmanu Danfodio University, Sokoto which he obtained in 1994. He had earlier obtained his first Degree in Chemical Engineering from the Ahmadu Bello Universty, Zaria in 1989 after which he participated in the mandatory National Youth Service Scheme at Ibadan Oyo State from 1989 to 1990. He started his working career with the Sokoto State Investments Company Limited from 1990 to 1998, rising from the rank of Investments Executive to the rank of Principal Manager and Deputy Head of Projects & Investments Department. He also coordinated several Sokoto State Government owned industrial projects and programmes during the eight-year period. He thereafter worked briefly with the National Economic Reconstruction Fund (NERFUND), Abuja as an Assistant Manager in the Funds Disbursements and Monitoring Department from 1998 to 1999.
He was later recalled back to his home State of Zamfara and appointed as the pioneer Managing Director / C.E.O. of the Zamfara State Investments and Property Development Company in July, 1999 and by extension the Chief Investments Adviser to the State Government. He was at the same time the representative of the State Government on the Boards of all Companies and subsidiaries in which the State held substantial shareholding or Investments. In August, 2003 he was redeployed to the State Board of Internal Revenue as the Chairman / C.E.O. and also represented the State on the National Joint Tax Board during the same period. He was similarly a member of the State Local Governments Joint Revenue Allocation Committee. In May, 2006 he was again redeployed to the Zamfara State Integrated Rural Development Agency (ZASIDEP), a four -year comprehensive development programme jointly funded by the state government and the fourteen local governments of the state; as the Programme Coordinator / CEO.
In January, 2007 he was appointed and sworn-in to the exalted position of Honourable Commissioner for Special Duties and member of the Zamfara State Executive Council. As Commissioner he continued to supervise the ZASIDEP Programme as well as the Projects Implementation Advisory Department in the Executive Governor’s Office. He served in that capacity till the end of the life of that administration in May, 2007. He was again re-appointed into the State Cabinet in June 2007 by the newly inaugurated administration as an Honourable Special Adviser to the Governor on Information and Communications Technology and served in that position till May, 2011. Prior to his appointment as Executive Director in JTI Plc on 03/032016, he had also explored the area of International Development Partnership as the State Coordinator in charge of Katsina and Zamfara States of the ENHANCING NIGERIAN ADVOCACY FOR A BETTER BUSINESS ENVIRONMENT (ENABLE2), a business environment reform programme funded by the United Kingdom Department for International Development (DFID), which is being implemented by Adam Smith International, from August 2014 to March 2016.
He was also the Project coordinator of the Zamfara State Integrated Mining & Minerals Processing Plant while he also served in many important standing and adhoc committees in the state.
He is a member of some professional bodies which include the Nigerian Society of Engineers, Institute of Directors of Nigeria, the Nigerian Society of Chemical Engineers and the Nigerian Institute of Management. He has served on the Boards of Kaduna Textile Ltd, Jaiz International Plc, the Jaiz Charity & Development Foundation, El-Jaiz Investments & Services Limited and Jaiz Takaful Insurance plc prior to his present appointment as the Executive Director Finance & Administration. He is happily married with children.
